No you get some web templates then use a WYSIWYG html editor (pagebreeze) to personalise the site

It depends how professional you want it to be. If you want a really professional site I suggest learning at w3schools.com. If you just want a site that works, I suggest a free service like Piczo.com or Webs.com.

Yes, you need to know them. w3schools.com has the best tutorials for learning them. HTML, XHTML then CSS — in that order. You shouldn’t find it too difficult.
edit..
If you know these then you can create a web-site directly in a code editing software (or just notepad). Without knowing them you won’t get very far using Dreamweaver.

"Professional" and "Dreamweaver" are contradiction in terms in the same conversation.
A site developed in DW will be recognised by any savvy person as being the work of an amateur.
SO…
Sell your copy of DW (or drop it in the bin).
With the money you get:
Buy and Learn Photoshop.
Get tuition from a graphic artist.
Then
Download Notepad++ (Free)
Visit w3schools and do all the tutorials.
THEN, maybe, you will build something "professional".

If you’re using Dreamweaver to make your website, why you need to learn those programming language?
Dreamweaver has done all to you, all you need is the basic like how to design your website and what kinds of images or content should be include in your website.
If you have own the Dreamweaver, then you might get fully support from the adobe, right?

I agtree with just "Jr". Dump Dreaweaver and learn all the coding you can. DW writes lousy code and there will be many times you need to write your own code in Code Source View anyway. Many free editors do just as good, if not better, than Dreamweaver. Templates are not professional.

To make your website look professional, use HTML coding. Don’t use programs.
Like: <title> Yahoo! </title>
</a>
<a href="http://www.google.com"> Dont click here

I agree, if you want to learn HTML, XHTML and CSS WC3 School’s Tutorials is a superb place to start.
As for Dreamweaver, I also agree, can it. It’s great for novices, or people that like to write sloppy code. True web developers don’t even use it. I personally use the Aptana Studio plugin for Eclipse, both of which are free. You can use Notepad ++ also.
If you want to invest in any adobe product, invest in Photoshop. With it you can create your web page then slice it up and export it as separate HTML and CSS files

Yes you should. Dreamweaver (and any other program for that matter) is a very effective tool if used in the right hands. If you are not experienced thing can get messy real quick. You will have problems such as the page breaking in different browsers and things of that nature.
So yes, educate yourself and you should be alright. A good place to find some really cool tutorials is http://www.tutorialized.com
